Over the last year or so messing around with GIMP, I've learned some coloring techniques. (Everything I do is drawn by hand and scanned. I have to mess with saturation and then transparency to make it so I can color under the lines.)
I make different layers for the lighting, all blurred. I have the smaller ones closer to the bulbs more opaque; the larger ones reaching out farther less so.
I just did flat colors on the character and paintings, and put that under the lighting. The veeeery bottom layer is the background, very simple airbrushing with darker blues.
I duplicated the lineart layer and put it just above the background, blurred it just by like two pixels, inverted it, and then "colorified" it, or something like that, so it would be a pale blue. That's the glow-ish line around the character.
